I. Industry status and needs
Along with the rise of the theory and practice of smart city, smart court, smart prosecution, etc., in the field of supervision and reform work, from the Ministry of Justice to the provincial and municipal prisons all recognize the importance and necessity of building smart prisons. The construction of smart prisons has thus begun.
The development goals of prison informatization can be summarized in five entries, namely, precision, intelligence, transparency, capacity enhancement and public service. Based on the principles of intelligent perception, interconnectivity, synergistic sharing and scientific decision-making, it builds and improves various systems for prison management, obtains a comprehensive range of key information and carries out effective integration and intelligent processing, realizes synergistic sharing of various resources, meets the requirements for intelligent prevention and control, intelligent correction, precise management and scientific decision-making, and builds a new type of prison that is safe, rule of law, high-quality, sunny, energetic and efficient.
At present, most of China's prisons on the management of incarcerated people still stay in the stage of patrol police patrol plus camera monitoring alarm, manual work still accounts for the vast majority of the information collection relies on manual, the technical aspects of its prison management there are the following pain points:
Pain point 1 At present, prisons have a large number of detainees, a small number of police officers, complex supervisees and difficult management. In the management of most of the prison guards still stay in the way of inspection and video monitoring, it is difficult to achieve real-time monitoring, timely warning and other effective means of supervision, and a great waste of human and material resources.
Pain point 2 Due to the unevenness of prison inmates, prison fights, escapes and other incidents have occurred, the traditional security system has long been as a "post-evidence tool" can not be prevented or emergency scheduling in a timely manner, can not fundamentally avoid the occurrence of the incident. In the face of the need for real-time monitoring of security issues, the traditional video surveillance methods often can not do timely detection and timely processing.
Pain point 3 After an alarm occurs, security personnel are often asked to find out the video data related to the alarm event. Due to the lack of intelligence in traditional video surveillance systems, the video data cannot be effectively traced back, and at most it can only be time-tagged, so data analysis becomes time-consuming and difficult to obtain all the relevant information due to line-of-sight obstruction and other reasons, which makes it very difficult to analyze the data.
In response to the pain points and problems of prison management of prisoners, Hainan Shidian Technology has launched a UWB-based intelligent prison personnel management program, which accurately monitors the location of supervised personnel in real time through UWB positioning technology and real-time statistics on the number of regional personnel. Joint video monitoring system to achieve personnel information, location information, spatial and temporal information, the actual situation combined, and with the electronic fence, personnel alarms and other functions, to achieve a set of effective intelligent supervision system
II. Overall programmatic structure
The system includes UWB tags, UWB indoor ceiling-mounted base station, positioning engine software (C/S architecture) and positioning application system. Positioning tags and positioning base station communicate through UWB pulse signals. The positioning base station transmits the received data from positioning tags to LS1000 positioning engine through 5G network and wired Ethernet for data analysis and processing, and transmits the processed accurate position to upper layer application through open API interface.
The system components are as follows:
- UWB tags: card-type and wristband-type, fixed on top of the person or object to be located, can periodically transmit UWB signals with tag ID information.
- UWB Indoor Ceiling Base Station: communicates with the positioning tags and transmits information back to the positioning engine algorithm software;
- Positioning engine algorithm software: locally deployed, the underlying information data is collected and processed through the algorithm of the positioning engine to get the accurate coordinates of the positioning tag.
- Positioning application software: locally deployed or cloud deployed, the application layer software realizes the basic functions such as positioning display, track playback and other functions, as well as the business functions such as electronic fence, intelligent inspection, attendance statistics and video linkage based on the expansion of location data.
